The UK Health Security Agency (UKHSA) has been set up to provide health security and health protection for the nation by protecting from infectious disease and external hazards. We will act like no other organisation previously to mitigate threats to health before they materialise. UKHSA will build the nation’s health resilience and security, strengthening our ability to detect and monitor infectious diseases and external threats to health. Using robust evidence and world-leading expertise, we will go deeper to analyse threats to health, and how best to prevent and control them. UKHSA will ensure a system-wide response in partnership with local authorities, NHS, academia, global professional institutes, and industry.

We are looking for SEO Health Analysts to work in analysis and assessment roles within the All Hazards Intelligence Directorate (AHI). AHI is part of the Data Analytics and Surveillance Group (DAS), within the United Kingdom Health Security Agency (UKHSA), whose mission is to provide health security for the nation by protecting from infectious disease and external hazards.

Job description

Job title – Health Analyst

Location - Home working (This is a remote role but there may be some occasional travel to London)

Please be aware that this role can only be worked from within the UK and not overseas. Relocation expenses are not available.

Grade & Salary – SEO- National banding - £37,056 - £42,481 per annum. Inner London - £40,876 - £45,998 per annum. Outer London - £38,967 - £44,240 per annum.

New entrants to the Civil Service are expected to start on the minimum of the pay band.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

As part of the All Hazards Intelligence Directorate you will be right at the heart of the UKHSA’s ambitious agenda to provide health security for the nation and protect us from known and as-yet-unknown threats. You will work on a broad spectrum of topics using complex data to understand specific risk of health threats and be able to present this to a wide range of internal and external stakeholders to support Government policy decision making.

Essential skills and experience:

  • Our ideal candidate will have a good history of networking and collaboration to develop working relationships in all areas internal and external and including senior academics and interest groups.
  • Substantial experience delivering analytical projects and workstreams to deadline to meet diverse business needs.
  • Great analytical and problem-solving skills with the passion that your findings would drive better decisions and enhance scientific understanding.
  • Have a structured, project-based style within a fast paced, adaptable environment.
  • Possess great written and verbal communication skills to deliver high quality presentations, tailored to the target audience.
  • Evidence of great teamwork, operating with integrity and openness.
  • Experience with coding languages and tools for analysis of datasets such as Excel, R, Python, PowerBI, SQL.

Qualifications:

You will need, as a minimum to meet one of the following qualification standards:

  • A degree-level qualification in a field with relevant quantitative or qualitative analysis competencies, or a specialist qualification in subjects such as:
  • Epidemiology: as an MSc or a significant proportion of your degree.
  • Economist: A degree at 2.1 (or above) or an MSc in Economics and be able to demonstrate substantial current experience in your career as a professional economist.
  • Statistician: A degree at 2.1 (or above) or an MSc in a subject with substantial statistical content, or equivalent experience, and be able to demonstrate relevant experience in your career as a professional statistician
  • Operational Research: A degree at 2.1 (or above) or an MSc in a highly numerate discipline, or equivalent experience, and be able to demonstrate relevant experience in your career in the relevant profession.
  • Social Research: A degree at 2.1 (or above) in a relevant social science discipline or a MSc/MA and will need to have completed the social research knowledge test.
  • Or equivalent professional experience.

Desirable Criteria:

  • Experience of working in a relevant field such as biosecurity, public health, epidemiology, emergency planning or national security
  • Experience of working in intelligence analysis.

Selection process details

You will be required to complete an application form. This will be assessed and sifted in line with the essential criteria.

This part of the selection process should outline how you consider your skills, experience and achievements, and provide evidence of your suitability for the role, with particular reference to the essential criteria outlined.

You will also be asked to provide information within the ‘Employer/ Activity history’ section of the application form. This is equivalent to the information you would provide on a CV, setting out your career history. This will be used in sifting process and will be scored.

Stage 1: Application & Sift
As part of the application process, you will be asked to provide a Statement of Suitability in no more than 750 words which should outline your skills, experience, and achievements, providing evidence of your suitability for the role.

You should make particular reference to how you align to the main duties section, and make clear if you have an interest in specific disciplines (e.g. data science, operational research, epidemiology, intelligence assessment). You would be assessed on the following behaviours:

Stage 2: Panel Interview

All candidates who are successful at the sift stage will undertake a single video interview.

The same behaviours will be assessed as well as technical data analysis knowledge and skills.

Reserve List:

Candidates who pass the interview criteria but are not offered a post will be kept on a reserve list for 12 months and may be contacted if similar roles become available.

If you are interviewed for the post and do not meet the required threshold for the specified grade, your application may be assessed against a similar, lower grade role and you may be offered the post should one be available.

DBS - People working with government systems must complete Basic Personnel Security Standard (BPSS) checks which includes a disclosure and barring security check. Successful candidates must meet the security requirements before they can be appointed. The level of security needed for this role is BPSS however there may be a requirement for this role to be SC cleared and you should familiarise yourself with the criteria of security clearance.
